The pulley's aren't supposed to spin freely with the belt on. The belt connects all the pully's to the crankshaft, which does not spin freely because it is attached to the pistons inside the engine. To turn the pulleys, you have to turn the crankshaft, which in turn moves the pistons inside the engine up and down.
Ohh, ok. It's probably the A/C compressor that's locked up. When the key is off, the clutch to the compressor disengages (So it will spin freely when the engine is off), but when you start the engine, if the A/C or window defogger are turned on, the clutch engage. If the compressor has seized, when the clutch engages it will cause the belt to squeal.
Try disconnecting the wires that lead to the A/C compressor clutch to make sure that it can not engage, then try starting your engine again. If the belt doesn't squeal, you know it's the compressor.
The compressor seizing up is probably what stressed your old belt out and caused it to break.

i dont think i exsplained it wright when the belt is off i can move all the pullys but when the belt is on the pullys dont spin they just squeal no matter how much i loosen or tighten the belt thanks again for any help you can give me
