This is a very common prob in the es 300 make sure to take it to autozone and get them to hook the code reader up to make sure its not anything else but you could try to disconnect your bat for 15 to 20 mins clean your gas cap and surrounding area then hook the bat back up that shoud make both lights go off

Had struts put on my 1999 ES 300 Lexus, now my TRAC & ABS STAYS ON, WHAT'S making them stay on?

Those systems are controlled with sensors on the wheels. One may not be lined up well enough to sense the speed of the tire or the mechanic broke one and didn't tell anybody.

My check engine trac off light came on

This happened to me as well, just a few weeks after buying our 1999 ES300. Took it into Lexus for regular maintenance and to check this out. Apparently, if you don't replace the gas cap correctly and tight enough this can cause the 'trac off' light to come one. It will go off a little while after the cap has been replaced correctly. This also happened with my 2006 Murano, 'check engine soon' message.

Unscrew the gas cap, wait 30 sec and screw it back on making 3 clicks/cracks. Should be ok in a day or two.

1999 lexus es300

This has been happening to my car as well. It typically happens when your oxygen sensors start to wear out. Mine does it once in a while and I have the local auto store reset it. Go to your nearest auto store and have them tell you what code it is and ask them to reset the OBD so the light goes out. If the light comes on right away and the code has to do with your oxygen sensors, have them replaced. There are three, two are easy to replace, one takes some effort as it is in a tough to get to spot. The dealer will charge you a fortune to replace them so do it yourself or through a local mechanic. It is a very simple task other then the access.
