There are 2 ways you can do it.
1. From Adobe website, click Download now and it will self install: http://get.adobe.com/flashplayer/
2. If you are behind a proxy/firewall, it may not work, so you need to get a standalone version from a software website like Softpedia for Windows: http://www.softpedia.com/get/Internet/WEB-Design/Flash/Macromedia-Flash-Player.shtml

With Adobe I have run into this myself you have to download flash manually and not from a site. Not always the case however if you go to adobe.com you can download the flash there and not from a site that is requesting it. Also some browsers like IE8 and the BETA 9 are not offering an easy application download nor do they have spell check features folks are fleeing in droves for the FireFox browser or the Google Chrome which has the latest flash already installed when you download them.
Of course everyone is different I suggest changing browsers that support adobe flash without a difficulty to obtain the software. IE8 is a personal preference I just find IE8 as a future of billboard ad becoming even greater. Check out 9 if you have Win 7 and you will see what I mean. Make sure that you also have Silverlite downloaded as well. This is the new transformation to flash rather kinda nice actually.
My advice is to download manually the flash utility be sure once flash is downloaded close your browser it will not download and finish if you do not close the browser. I also suggest Google Chrome as an alternative browser. Of course this is at your discretion I use it and without a hitch. I hope this assisted you in a better direction when it come to flash. I believe it is a browser issue as well as updates not being installed on your system just a guess of course. Thanks for using FixYa for all your questions. John

Start
from repairing your Windows registry and fixing your Windows errors that become
the cause of many browser and applications errors causing a conflict situation.
* Test
your computer for viruses and spyware.
* Run
SpeedTest to test whether you have sufficient bandwidth available to smoothly
play YouTube videos without causing the site to run slower.
*
Disconnect your internet and then reconnect it to know why is YouTube slow and
whether it is because of the poor internet at your side.
*
Disable ads through some of the browser plug in that will allow you to run
fewer background services while you are playing videos online.
* Try to
change your flash player version. Although the YouTube has started to stream
videos through a new technology there is still a large number of web sites
using the flash platform. So it is a nice idea to try to change the flash
player version to play videos without crashes and error messages.
* Try to
change your browser. One good browser to play YouTube videos is Chrome. If you
have not tried that go for it. Also contact your ISP provider if they are
limiting your bandwidth at specific durations of the day.
The above solutions will most likely fix and answer your question why is YouTube slow on your computer. However, it is highly recommended you follow all the guidelines especially optimizing your PC Windows for internal registry errors through RegInOut
