Look at the wiring color codes and their purpose in the Briggs manual, Compare to the wiring color codes and purpose for the Kohler engine in manual, connect accordingly.
Check oil level. If needle/float in carb stick gas can trickle down into crankcase and cause a condition like you listed. I would also check valve lash. If all these are good, check all grounds and connections, grounds, starter, solenoid. Clean all contacts with wire brush or emery cloth, could be electrical. Good luck and happy wrenching!
remove the starter...use jumper cables to "run the starter manually...red to big lug, black to body (anywhere is fine) should torque hard at initial run and continue to run smooth...if it buzzes or vibrates, it's bad...replace...
