Is your CB/PA Switch set to CB? It's common for folks to forget to make sure the switch is set for CB and not PA (Public Address Loud speaker Function).
First thing I will ask is do you have an external SWR/Watt meter in line? I need to know if when you key down do you have a deadkey at all?
If you hook up an external speaker and turn your CB on "PA" do you hear your self? The tests the Voice Chip.
You could have a bad PL259 connector that by coincidence worked OK when you switch CB's. I have personally had this happen. Take the coax off the back and set a multi-meter to DCV (DC VOLTS) and put the positive on the tip of the connector and the negative terminal of the meter on the outside portion of the connector. The reading should test infinite. If not then you have a connector/cox issue. Cut the connector off and test again on the coax itself.
Where the antenna screws into the back of the CB (SO239 connector) does it look burnt or discolored? Cold soldier join?
Did you try a different mic?

The red light is a warning of antenna mismatch; when you hold the antenna, you are changing the match between the CB's output amplifier and the antenna.
Try it with a different antenna or pick up a 'test light' (or test load) for CBs from an electronics dealer, I've also seen them with CB accessories at truck stops.
If the test light fires off and the red light on the CB is dark, the antenna you have is junk.
CB channel 19 is one of the most frequently used; it is unofficially designated as a "highway information" channel. It is not always hot, however. It is possible you may have your squelch control set too high. If you cannot even hear static, this may be the case. If you can, the channel may just be empty. Try scanning up and down the band until you find something.
First, use an ohm meter and test the power wires for continuity. If they test good then there is a protection diode on the board that is probably blown. If I remember right it is a 1N4001 diode. Generally you can see if its blown as it will either be burnt or look like its cracked. If it is you will need to replace that diode to restore power.
You have some form of short circuit in your CB, most likley I would suspect the Power supply or the RF Power Output Amplifier. Here are some basic instruction on how to tell wher the smoke is coming from.
1) disconnect and remove your CB from your vehicle and put it on a workbench 2) remove the cover from your CB and expose the circuit board to view 3) connect your CB to an external 12 volt power source and antenna or a dummy load 4) power up the CB and determine where the smoke is coming from then turn off the power supply to the CB 5) At this point you will need a schematic of your CB (get one from www.servicemanuals.com) 6) find the point on the schematic that relates to the point where the smoke is coming from 7) using a ohmmeter determine which component and or components are shorted 8) replace the shorted and or malfunctioning components. 9) test the system (power on, transmit and receive) 10) close the unit back up 11) reinstall into vehicle 12) run tests again.
The other guest, has hit a very good point have you tried checking your mic? If not try changing it out. If you still have a problem do this; get a power meter and connect it to your antenna jack of the CB and the other end of the meter to the antenna this will put the meter in series with the CB and the antenna. then try to key the mic and speak, if the meter indicates 4watts PEP then the transmit function is working and you are getting out. The second test is to set an RF generator to 27.185MHz at -123 dbm or 5.1x-16 watts and use a 1kHz tone to modulate the signal, couple the signal to the antenna with an insulated wire loop and this will allow you to test if you can receive signal. These two tests will show if you can transmit and receive. I believe the problem is with your mic, but I have provided two tests that will prove if you can transmit and receive, so you are ready to test. Let me know how it goes.
