Scott,
Go into the Control Panel and choose the Mouse option. Look for a setting called "Tap to Click" or something with a similar name. Disable it. This will make it so that when you click the mouse, you actually have to use the buttons, not just tapping once on the touchpad. Also, check your "Touch Check" or similarly named settings. Turn the touch check settings all of the way up - to avoid having the cursor move if you accidentally brush the touchpad with your palm while typing.
If changing those settings does not help with the cursor bouncing, you can try to uninstall and reinstall the device driver. You can re-download the driver for installation here:
http://www.samsung.com/us/support/downloads/notebooks/NP-R580-JSB1USIf changing the Control Panel Mouse settings, and reinstalling the driver do not help, then I would try to plug in a USB keyboard to the laptop and see if the cursor jumping also occurs while you are using an external keyboard. If it is resolved when you use an external keyboard, then you will probably need to replace the touchpad on your laptop. If the cursor is still jumping while you type using an external keyboard, then you may need to replace the physical laptop.
My advice if you have to get parts replaced is to take the laptop to a certified technician to do the work.
