First thing to check is if when pushing pedal it moves gears located on the rear Kirby transmission axle (you will have to take cover shell off to see that)
If that works fine then primary belt may be broken. If it is then just replace entire set to make sure that belt type matches gears and the set is not that expensive
Last and the most expensive problem - the main transmission belt within transmission is broken (then I would recommend replacing entire transmission ) Kirby Transmission Troubleshooting
I saw videos it may be the transmission because it makes your kirby easy to push. It is working backwards so it may be the gears. This video will work for any Kirby that has TechDrive
To place the kirby G4 into gear - out of Neutral - just press down with your foot, the Gray & Green lever that is labeled N on the left side of the lever, which is gray, and D on the Right side of the lever which is Green (probably for GO). It is located directly below the Power button.

When wheels lock when vacuum is OFF - it is normal. If it happens when Kirby is ON then there are a few things that may have gone wrong

If it is fine and gears are spinning - then something must be wrong inside the transmission. Parts for tech drive are not available from manufacturer so you are on your own. It is not really complicated - 2 clutches that engage and disengage depending which direction you push the vacuum. But if something in there is broken - you have to get a new tranny. It is not like getting a transmission for a truck but it still will set you back by about 100 $.
