I am looking at the top board and i noticed that the 2 250v 1000uf 105c caps are buldging/swollen. Could this be the problem i am getting the red light/led on that board? Looking at the power on indicator on bottom of tv it shows blue light on. Thanks

The bulging/swollen caps mean that they have basically gone bad and have lost their capacitance and need to be replaced and are the most likely problem to the light that you are seeing. Make sure a qualified person replaces them otherwise you will just end up spending more in the long run.

Picture and sound quality, whether there were lines on the screen (vertical or horizontal) What still works if anything, Also if any lights are blinking, what color and if any pattern let me know. Basically not a good sign, plus Dell is little help with dealing with these tvs except for sending it in and even more bad news is that parts are hard to come by. But lets start with whatever you can tell me before and after you started having this problem. Also what you have done to try to get this working. Sorry for the bad luck, will be waiting for your reply

replacing the 10V caps with 25V caps is perfectly fine. In fact, if it was manufactured like that, those caps may not have blown. Replacing a 680uF with a 1000uF could be problematic depending on it's function. 680uF is pretty specific when 500uF and 1000uF are much more common and therefore cheaper - one would think that the engineers would have tried using those in the design rather than a 680uF - makes me think the value of the cap is important to the frequency of the circuit it's in. Other concerns might be whether he got any of them in backwards or not. That's a rookie mistake, but still an easy enough one to make (for a rookie). Also, with that many swollen caps, I wonder if there were any that leaked out the bottom before swelling at the top (IE - if some caps were missed in the replacement procedure) Also, with that large a number of caps gone, other components may have been compromised or blown. I'd be testing the transistors around those caps (most likely punched through rather than open), looking for fusible links (surface mount fuses, 0 OHM resistors) that may have opened up etc. The initial attack on the problem was basically correct, and in many cases probably would have fixed it (if say the 680uF cap was functioning as a ripple filter). But when that didn't fix it, a deeper analysis should have been done to complete the repair (including locating a 680uF cap).
On the far left and right inside the back on panel are inverter boards. Replace or look for capacitors buldged, swollen, or cracked on their tops. Replace defective caps with original value and make sure replacements are 105 degree for longevity. Common problem, let me know if this helped.
Their is serveral reasons as to why your TV will not come on, have you checked the power supply deflection board for bad capacitors cp114 cp120 cp150 1000uf 16v, if these caps look swollen or puffed up on top they are bad.You can try to just replace the whole board

The most likely cause of your problems: Power Supply!!! This model (and most of the Samsung LCDs of this same year) had problems with filter capacitors on the SMPS (swith mode power supply). The first thing you should do is remove the rear cover and inspect the power supply. You will want to focus your attention on the capacitors (they looks like little cans... plastic wrapped with metal tops) near the plug which connects the SMPS to the Main board (has the input connectors on it). The tops of the caps are nearly always swollen and puffed up on these capacitors when they are bad. I recommend replacing the caps with the same value, but at a slightly higher voltage rating. ex.: replace a 1000uf, 10v cap with a 1000uf, 16v cap.
no you cannot substitute a 680uf 16v 105c in place of a 1000uf
if you want to put a better capacitor in place of the old 1000uf 16v 105c , then use a 1000uf 25v or 35v 105c
the voltage rating will allow the cap to better handle the circuit
There are four capacitors located at the top right hand corner of the main board,10v 1000micro farrads 105c.if they are slightly bulging at the top and a black substance is coming from them replace them all.remember to get the positive and neutral pins the correct way round.If you are not confident with electronics and soldering get a professional.it is fairly easy and cheap to repair
If you are electronically inclined, replace the three 1000uf 16v
electrolytic capacitors in the power supply board located above the
power switch. They are likely bulging out at the top and failed. They
are the three in a row at the top - center of the board, located
between the two black heat sinks. Make sure you get caps rated for 105c
degrees! I recommend replacing them with 1000uf 25v caps. 35v caps will
work but might be a tight fit as they are larger diameter.
Should cost you about $8 for the parts shipped. You can get them from
partsexpress or digikey or any good local electronics store. Your local
radio shack may have them but they won'y be 105c and thus may not last
long.
Not handy, ask around, there is usually some electronic tweaker guy around that will install them for a few bucks.
This has solved the turns on / then off problem every time in the 3 I've done.
