pull off the bottom front kick panel and check the condenser coil to see if it's filled with dust,also pull out the machine and remove the back bottom panel and make sure the condenser fan motor is running and clean out any dust back there,if the coil is clogged with dust or the condenser fan motor isn't working is what could make that strip hot.
Below that panel in the freezer (evaporator cover) is the drain trough. Most likely it is clogged. Using a baster, with hot water and bleach mixed deluge till it flows down to the drain pan underneath.
You need to replace the water inlet valve. Since you confirmed that the hot water side works fine, the cold water side is not allow a good water flow. It is a relatively easy repair. The part can be obtained a any local appliance supply house or online. To repair, disconnect the supply hoses to the machine, remove the back panel and the part is behind the panel. To get to it , remove the food from the freezer and remove the ice maker , if equipped , and remove the 2 screws holding the freezer bottom "panel" . Remove the 2 or 3 screws holding the rear freezer panel on , and remove the panel . About in the middle , under the coils , is the drain hole . If iced up , defrost the hole with a hair dryer until visible . Hot water will help defrost the hole . When water starts to flow , use a small piece of hose , inserted into the drain , and blow thru until clear . This will remove any debris built up in the unseen drain line .
I am not going to say the problem is normal. Normal operation those strips are placed behind the metal and inside the walls around the door seals to prevent moisture or sweating around the doors. They are usually noticed to become hot when there is a change in the control boards operation. Some brands have the hot gas from the condenser circulating around the doors. If your model has an economy switch, switch it on. I would look for any abnormal operation of the refrigerator like compressor or condenser fan stopping or ice buildup or abnormal temperatures in the fresh food compartment. If this continues I would unplug the refrigerator and open the control panel inside the fresh food section and examine both sides of the control board for signs of heat or burn marks on both sides. May not be anything to be concerned about also because this may be the first time you noticed this. But it should not be too hot to touch. Sea Breeze
Hi: Its just a coincidence you noticed it then. It is usually hot. It's the reverse side of the refrigerant (the hot side.) If you lived in a humid area the fridge would sweat. Water would run down between the doors. I live in a dry climate so no worries. Older fridges used an electric heating element to keep them dry. They also had an energy saver switch to turn it off. As Whirlpool uses the hot side of the refrigerant they don't use additional power to run the heater. Actually the heater is called a mullion heater. Nothing is wrong with your fridge. Clean the condenser coils in the back, or under the fridge. Poor air flow under the ref. will cause this strip to get hot. It should always be a little warm, but not hot.
