You can turn off BlueTooth by either going to Settings-->Bluetooth, or touching the BlueTooth icon in the Control Center (swipe bottom to center to bring up the Control Center).
Test your WiFi. If it doesn't work, double-click the Home button, locate the program BlueTooth is running, and swipe it to the top of the screen.
Test WiFi again. If it doesn't work, power down; wait 5 minutes; and power up your phone (if you don't see the white Apple icon when powering up, you did not power down properly).
common problem with iphone 4s. Means your wifi chip is disconnected from circuit board or defective. Some small iphone shops fix it by resoldering, but under some conditions it may happen again. High/low temperatures, drops and so on. If phone is still under warranty - apple will replace it free.
I assume you have tried to simply rest your finger on the icon until it starts to wiggle, deleting it by clicking the X. If this doesn't work, or it says the download is waiting even after trying to stop it, you will need to try a hard reset. Hold down the lock button and the home button for at least ten seconds. This may help. the best/easiest way to fix it if this does not help is to go where there is free Wifi and simply finish the download where it will not use your bandwidth.
I have also seen this condition. Apparently, iOS has a threshold where it is almost ready to switch to 4G, but is still connected to WiFi. As a result both icons appear in the upper left of the screen. It has been that way since iOS 5, and it is unlikely that Apple is motivated to fix it. In general, no big deal. Hope that helps...

If you want to connect to the internet, you have to find a free wifi zone. Now if have found a free wifi zone, Use this steps to connect to the internet.
On your Nintendo DSI, Go to your System Settings.
Search for " Internet " and click it.
On the Next Page, you will need to click on Connection Settings.
On the Connection Settings, Click on any Connection and tap the word None. If all the connections are already configured, click on any connection and tap the Erase Settings, this will erase the configuration for that connection.
On the Next Page, click on the Search For An Access Point. This will allow your Nintendo DSI to search for wifi connections in the area.
After the search is complete, it will list all the available wifi connections in your area, Be sure to choose the one with icon of an " Opened Lock "
