There are a few possibilities. The simplest to check is try a new USB cable (shielded) and a direct connection (no USB hub). Scanners require bi-directional communication and thus will fail when the printer itself works.
Next try uninstalling the Canon software and remove all registry entries (for Windows). Use a program like Revo Uninstaller which searches the registry after the uninstall. Unplug the all-in-one from the computer. Reboot your computer (twice). Then download and install the latest driver/software from Canon:
http://www.usa.canon.com/cusa/support/consumer/printers_multifunction/pixma_mp_series/pixma_mp150?selectedName=DriversAndSoftware . Select your OS from the drop-down menu. When the software prompts you, reconnect the all-in-one to the computer.
The final issue is a USB issue. Try a different port and check for a hardware update related to the USB ports.
