The electric toothbrush are very effective and give much better result than regular toothbrushes, offer 3D cleaning at great angles.
The only draw back is their cost, they are much more expensive than normal tooth brush but worth the cost.

Your electrical socket may be wrongly wired, with polarity mixed up. Try another socket. Also, some electric toothbrushes need to be "off" to successfully charge. Maybe the flasing red light for 10 seconds is telling you the toothbrush is "on" and not accepting charge.
