My phone was dropped in water but was promply rescued- it was only partly submerged for 2 sec. at most! but when i went to turn it on- after quickly drying it as best i could- all that came on was the keypad backlight- no noise nothing, it has been about 5 hours and i have taken the battery out and have been trying to dry it- although i do not have the tools or the knowledge needed to take it apart to dry it by hand. Also the dot that is supposed to be white is red, and has been since i took it out of the box- i thought it was supposed to be red, but according to other various posts on the internet, it is actually supposed to be white. What do i do?
Let the phone dry by itself. If you power it up it may cause a short.
leave it be in an area where the sun shines but not directly for a couple of days and then try to power it up.
Good Luck

you can take the battery and the back off the device and place in completely submerged in a bag of white rice and leave it in there for 1 to 2 days this will help absorb the moisture, this should fix it if the water did not damage the circut boards if the water damaged the circut boards then the device is fried
You might try removing the battery pack and sim card then placing it in an area of warm air flow.
If the mineralization in the water in which you dropped it wasn't too high, it might recover after several days.
It's worth a try and the price is right-

Try removing the battery for a few seconds then restart the phone. Other than that, it could be a defective switch on the phone that detects when it's closed. If it answers / hangsup when the opened or closed... the switch is good.
this happened to me for more then 3 seconds in water for the razor, turn off the phone, remove the battery and SIM card, let it sit in a dry place over night, and check again next day, it should be fully functional
