I had random problems with my razr even befor it got dropped in the pool- it would ring but the screen would be normal, it was as if it was just ringing for the heck of it, but then 5 min later it would say one missed call. Or i would turn it on and go to my contacts and all my contacts would be the same person listed over and over, same with call history.
then it was dropped in the pool- i fished it out not 2 seconds later- but it was enough that when i tried to turn it back on all that would happen is the backlight on the keypad would light up. no noise, nothing and the dot- which if i recall corectly was red when i bought it- is now very red and the dye comes off on your fingers. it is drying out now but it has been about 5 hours, and i took the battery out- what else can i do? i didnt insure it!

Pool water contains chorine..which is harmful
dip it into distilled water and then dry it totally.keep it in the sunlight for 3-4 hours..it's gonna work

When these phones get wet, there is perminent damage. The fix is to swap out the circuit boards that become damaged. It is cheaper to buy a new phone rather than fix it.
As you describe it, your problem is the keypad. Maybe dirty or wet inside though that part is a totally replaceable pad with a connector only so you must buy a replacement and replace the broken one.
About how to do that: being the razr a common phone is pretty sure you'll find guides, photos and maybe videos around the web, googling, guiding you on how to do it. Maybe the shop where you buy the replacement can have a forum or guides. The other option is to pay a technician to do it.

Advise. If this is your 3rd RAZR V3, you must encourage Cingular (Now is the new AT&T) to replace your whole unit with another model. A friend of mine exchange his phone 4 times, until Cingular replace it. Motorola had too many problems with RAZR phones and that's why they launch quickly the SLVR L7.
They still producing the RAZR, because users love the style and shape of the phone, but reality is that Motorola had several heavy issues with RAZR (Bluetooth, batt, microphone, etc.)
If you're paying for an insurance on your unit, encourage them to replace it.
