Make sure that the scr has adequate insulation. I have run into this problem before several times, and it always comes back to the scr and heatsink. check for shorts before you plug it in. unless you have an isolation transformer, do not hook up ac powered equipment to chassis ground, as this will blow your transistor again. use dc poweered volt-ohm meter.

That model was produced with different Chassis types. I would need the Chassis number usually a PTK or a CTC number to assist you with the most common cause of the set chriping which is usually due to the flyback and HOT transistor needing replacement.
The PS50700 uses the 195 series chassis. The most common cause of the set not starting up is a shorted flyback (high voltage) transformer. Sometimes a shorted flyback will also cause the horizontal output transistor to short too. These parts need to be tested and/or replaced by a tech familiar with the RCA 195 chassis.
This is a chassis PTK195 and acommon fault with these sets, that causes the symptom you describe, is the flyback transformer goes bad.
If you're at all familiar with electronic repair you could start checking there (and horizontal output transistor shorts). If not have an RCA approved warrany repairer give you an estimate/service call.
Note: the good thing about these sets is the chassis is very common and easily removed for service (without bringing in the whole set.) .

What is the cassis number to your set. RCA has to be diagnosed by the chassis as they have used different chassis depending on manufacturer. Should be a PTK number located on the back of your set.

I Just started to service one of these RCA ATC-010 chassis,I found a shorted Horizontal Output transistor 2SD-3402.
This could be just a failure of the transistor itself or the transistor failed because the flyback transformer has either shorted windings or internal diodes. These parts are not expensive,I suggest replacing both at the same time to save yourself future aggravation.
whenever fuse blows every time it is the indication of short circuit in tv.
so please do not put fuse unless you know the cause of blowing fuse.
these are the reasons of blowing fuse.
1 main filter cap.short.
2 rectifier diode short.
3 swithing transistor short
4 horizontal output transistor short
5 caps & diodes connected to flyback transformer short.
6 print short.
7 at last if every thing ok then flyback transformer defective.

If you can find the horizontal output transistor which is located near the flyback transformer,one lead of this drive transformer is connected to the base lead. (horizontal output transistor). There may be a little coil in series with this lead going to the transistor.
