There is power to the two light sockets but after I install the new bulbs they won't come on and there is not power to the sockets until I take the bulbs out. What is wrong?

Sorry I missed this one before, but if you (or anyone) has this trouble, the problem is no the control panel.
We see (and repair) this a lot. The problem is on the control panel, which we regularly repair nationwide for $39.95 postpaid.
This light failure often occurs when a bulb goes out and the filament shorts, or when the bulbs are removed or installed without first unplugging the oven from the power line. Either can cause such a failure on the controller.
This can often also affect the exhaust fan operation, too. The lights and fan can be inoperable or stuck on too.

First check if light bulbs is ok these bulb are connected in series if one is fused both wont work 'first if u look at the two fiitings you would find a common wire disconnect from both .now you are left with two wires one connected to each fitting .disconnect from one fiting and conect to the other .now u will have one fitting connected and one totally disconnected .try bulb ifit works disconnect that fitting and try the other one .by elumination you will find out if the fitting is faulty

Light bulbIf your
microwave light bulb is not working, perhaps it has blown. The first
step is to replace the bulb and power on the microwave. If this does not
correct the issue, the next step is to check the socket and wiring to
verify if that is the problem.
Light bulb socket & main control boardIf
your microwave light bulb is not working after the installation of a
new bulb, check the light socket as well as the wiring to ensure they
are properly operating. If these sources are functioning properly, the
next step is to check for a faulty control board as a possible root
cause to your microwave light bulb malfunction.
Check you are getting 115 V with the bulb in circuit (safest way to test this is to solder a couple of bits of wire to one of the bulbs so you can access the terminals with the bulb inline (be careful), and then measure voltage across it.) The load imposed by the bulb may be causing the power supply to go into a protection mode - usually only if bulb is shorting, but may be a problem with the power relay.
If there is a problem with the power supply, through the control board relay or otherwise, this will tell you for sure. Otherwise, if there is definitely the right voltage to a good bulb, then it will light. Check that the bulb is definitely making contact well, and make absolutely sure you have the correct bulbs for 115v, not the 220/240v ones.

cheap bulbs or they are left on all night.
Instead of having the board repaired, you
can order a new control circuit board / smart board if that's economical, and
since your sockets are bad, they will need to be replaced, too.
