Yep, this sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

This is a CCD failure. The Camera is quite old to even contemplate a repair. However before you dump it check out the Canon custpmer support Some Cameras of this model were subject to a recall- if this was one of them- you may get a nice discount on a new camera

The most likely cause for this is a damaged or defective flexible ribbon cable that connects the LCD to the camera body and can be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired by a qualified service technician.

My name is Rick and I'm a professional repair technician with over 20 years in the business and have repaired many of these. It seems to me that Nikon Point & Shoot cameras, or at least the last 2 that I have bought, have a usable life span of approx 4 or so years before the LCD's decide not to work in turn, makes the camera...

No solution here. If you want a quality Nikon, you need to spend thousands for their professional DSLRs. Take care of your Canon and you should be very happy with it.

When i turn on my camera it makes a weird noise and then the screen is all blurry and ive never drpped my camera :/

Sounds like the camera was dropped, or got too HOT. If you left it in the car or outside in the sun the camera can get damaged. I would take it back to the place you purchased it for a pro evaluation on it to be sure. if you screen is blurry that usually means the CCD is damaged.

Whiteout in viewfinder, LCD and playback when filming outdoors

You should check and see if your night shot is on. That would definitely make the screen go completely whit outside but work fine inside. Hope that helps.

If you can get a replacement screen (ebay from a broken camera with working LCD screen?), it's not too hard:
