SOURCE: I have a contractor that

Yes it rated for a maximum out put of 36,000 btu (3 ton) with the right indoor fan coil units which based on the model numbers should give the 36,000 btu's combined when both fan coil units are on, otherwise 18,000 btu's (1.5 ton)per fan coil.

Is the heat pump cooling itself down? It is a combination heat pump/air conditioner wall unit.

If a unit is in heating mode the outdoor unit is in cooling mode (outside always does opposite of indoor) after a while if there is a build up of ice on outdoor coil unit stops and puts hot gas through outdoor coil to clear it. The indoor fan stops to avoid and heat loss in area served buy unit once this has been done and indoor unit coil is hot again fan will start. This is the correct operation of the unit to save against bust could and reduced efficiency

Indoor fan barely turning

the three post capacitor has c for line voltage in, the f or fan is for the outdoor motor, and com or comp goes to start winding compressor.youll have to follow wires from indoor motor to find capacitor. to find wires to outdoor motor to capacitor you have line voltage and capacitor wires .look for schematic it would help or send colors of wires from both motors and compressor common, start .run.

Why is Mr Slim MS-SGF24VC outdoor unit working when indoor unit off

Possibly a bad control board in the outdoor unit. Pull the disconnect outside to stop machine, wait 10 seconds and out back in. White mist was likely frost built up on indoor coil due to condenser running without the fan.

Does not heat - compressor switches on/off repeatedly

check outdoor fan if running. the outdoor coil will freeze up on heat cycle. or outdoor board if there is one is defective.it could be reversing valve as well

Heat pump not running

Depending on the age of the unit it could be several things, does it have a circuit board? Contactor could be bad, freon leak if it has a low pressure switch, burnt wires, connections, etc. Do a complete visual and check for 24 volts, does the indoor unit run? Transformer may be bad.... No indoor unit - no outdoor unit, most of the time the outdoor unit gets its 24 vac power from the indoor unit which runs them both, look for fuses (like car fuses)..
