Disconnecting the battery cable while the vehicle is running is a no no ! The electronic's on your vehicle , you can cause some serious problem's doing that . That was ok on 1960 era vehicles , from 1970 on with all the transistors in the electronic control modules ,you don't want to do that . If you have a outside sensor add betteries.Wait for it to connect to the base. You may have to "reboot" ,remove batteries from base and outside temp sensor and replace both, Patiently WAIT I have a similar device and once a year I replace the batteries It takes a while for the devices to re-connect and set , the atomic clock as well. That said, How far is the Temp Sensor from the base unit? I set my outside sensor near the base to connect and move it on th outside porch (30' away) out of the direct sun and rain. I not sure if this is necessary but that the way I reset them.

Purchase a laptop solar charger.
Solar chargers are available from several different manufacturers and

Dell Mini power adapter. Some chargers work with a Dell Mini cigarette

Sounds like then fan has died or the run capacitor has die. All motors that run on single phase mains need a capacitor to start them spinning. These are quite cheap & simple to replace usually - worth just replacing if you feel you can't test it. Looks a bit like a 'D' cell battery with 2 leads hanging out.
Could also be that the unit is not cooling/heating and the temp sensor will not activate fan until heating/cooling coolant has passed room temp. - Rick

Solar temps don't rise quickly ever, and definitely not when the temp is only 75 outside.
You need 80-90 degrees or more on the roof to see quicker results, if the water temp is currently at 70 and it's 75 degrees outside and 80 on the roof you will barely get any change.
You will also lose the heat at night due to lower temperatures.
Once it's hotter outside and warmer at night you get the gains and keep them.
could well be the battery has just gone flat starting the engine up and running it for a fuw minuets knocks more out the battery that you put in and batterys dont like cold weather any how if your going to leave the bike standing around not being driven go out and buy yourself a 12 volt 2.5watt solar charger hook this to the battery and it will keep the battery toped up even in dull weather,,,,i have them on my bikes all year round,cheap power!!!
