When I turned on the TV you don't hear that TV ppering up sound you normally hear, the light turned green but dimmed and right under it the timer light blinks sometimes. There is no picture on the screen or anything?

From your description the flyback transformer has failed causing the high voltage to load down, if the TV is 10 years old or more, consideration should be given investing in a new set.
Check that all voltages are coming from the power supply as they should. The power supply will be stamped with the correct amounts, and you just read with the multimeter to confirm.
After those check out ok, you will need to replace the inverter to "light" your screen again.
You can hear sound because the tv is ON, but the inverter isn't lighting the screen!
If your Sony Wega will not turn on, the front green light blinks, you hear a faint whirring sound and the green light turns red and flashes, it probably means the lamp inside the set is no longer working. If you noticed the screen beginning to dim in the preceding days or weeks, this most likely is the cause.
If the green light flashes and the picture comes on momentarily but then goes off, and the green button flashes until the set restarts, then the seal around the lamp mount is loose and needs to be refitted.
If the picture on your Grand Wega cuts in and out and the green standby light flashes, both of the set's STKs need to be replaced. STKs are small chips on your television's circuit boards and are identifiable by their labels. The specific STKs used in your Grand Wega TV will be identifiable by the numbered labels on top of the STKs.
When you plug in your Sony Wega and hear a loud popping sound, it's probably caused by a defect in the high-voltage circuit. Let the professionals take care of this one.
If, after turning on your Sony Wega, you can hear your set but the screen is black, you most likely need to replace your projection lamp.
Since you have replaced the Color Wheel, it sounds like you have not adjusted the Index Delay in the service menu. First reset all of the picture settings you have adjusted back to original factory settings. Then on your Samsung TV Remote and with the TV OFF, Press Mute,Power,123. This will turn on the set and put you in the Service menu. Look for the top setting and select or scroll to the OPTION setting and select and look for INDEX DELAY and select that. Once you have the Index Delay selected use the right and left buttons on the remote to adjust for a picture the has no abnormal coloring and while looking at a program adjust for when the blacks look black with no abnormal coloring. Once that is done, turn off the set then turn the set back on. Now the picture should look normal.

HOLD A LIGHT (THE BRIGHTER THE BETTER) IN FRONT OF THE THE SCREEN ('BOUT 3 INCHES)--IF YOU SEE A DIM PICTURE---BAD SCREEN AND THATS BIG BUCKS---IF STILL NO PICTURE--CIRCUIT BOARDS AND USUALLY THATS BIG BUCKS!! GOOD LUCK
The red timer light flashes 4 times repeating after a second or two.
