There are many choices these days, but the digital tuner box would normally come from the company that supplies your cable signal. The digital tuner usually includes a PVR (personal video recorder). As long as you television is modern, connection will be via an HDMI Cable which comes with the box.

The DVD is using the screen as a monitor.
The Bell Fibe signal uses the television's tuner board.
Double check you have the Bell Fibe HDMI cable firmly inserted and also check the Source Button on the Remote. You really need a new one though as technology has moved on with 4K and Smart, Internet connected sets.
since you have the app, you need to locate the wifi on your phone. go to setting, go to wifi. type in the password from the bell wifi. you can start using your android phone with it.
