SOURCE: I can't enter the start up...

How was the reinstall administered, from the hard drive restore image or from the disk?
Reinstalls can be for a few different reasons,ie,virsus you cant get rid off or failed drive that has been replaced with a new one and needs a new install of an Operating system before you can use it..
Statring with a fresh install on any computer seems a fail safe way to establish a solid base foundation and a good stable system.
Good ram will help speed thru the processes, faster the better I say,Don't forget the SP2 updates so the devices will function correctly with the right instructions etc...
Lastly,If install was from the original disks and there are still the faults present you may have to return the unit to the manufacturer for a service agent to reinstall,

Run check disk for hard drive errors. I recommend immediately backing up all your data that you can, wiping it, and reinstalling your programs. The rebooting problem smells like a bad hard drive. I just went through it with a Compaq at work.

SOURCE: Loud fast beeps on boot.( Toshiba Qosimo F45 )

Looks indeed as if the TAB key was stuck or malfunctioning. The most common cause for such behavior is a liquid spilled on the keyboard, a bit of which got between the layers of the keyboard membrane films and causes intermittent semi-short between conductive areas.
A trace of liquid caught between plastic films is hard to get rid of, as it practically sealed and doesn't evaporate.
If it doesn't go away, you may need to replace the keyboard, which is not very expensive fortunately,

Enable keyboard

First, make sure it is plugged in. If it is a USB type, try the other USB ports on the computer to see if one or more ports have failed.

Still no luck? Try differen USB ports each time you boot up. During the boot, enter the computer's BIOS or Set Up area (usually pressing DEL, F1 or some other key). Check for setting regarding keyboard and keyboard type. Make sure they are enabled. If nothing works, the keyboard may be broken - not disabled. Try with another keyboard instead.

How To Remove A Virus From Your Computer

Requirements: On an uninfected PC connected to the Internet, download the following programs to a thumbdrive. We will need this to fix the infected computer.
Instructions:
  1. Shut down the computer as soon as you realize there is a problem. Pop-ups, program errors, dll errors, fake Anti-Virus scanners, and similar are signs there is a problem. Shut down the computer normally, or hold the power button in until the computer shuts off.
  2. Power on the computer, and hit F8 before the Windows Startup screen appears. Select Safe Mode.
  3. Login if asked to, if not select Yes to continue.
  4. Click on the Start menu, select Run, type msconfig and press Ok, or type msconfig into the Start menu search box and press Enter.
  5. Under the General tab, select Diagnostic Startup. Press Apply.
  6. Under the Services tab, check the Hide All Microsoft Services box, and uncheck any services you don't recognize in the window.
  7. Under the Startup tab, select Disable All. Press Apply and Ok.
  8. Don't restart the computer yet.
  9. The System Restore Utility backs up selected files automatically to the Restore folder. Quite often are infected files stored there as backup files, and many Virus Scanners are unable to delete these files. If you suspect your computer may be infected, it is recommended that you disable the System Restore Utility to remove the infected files from the Restore folder.Select your OS for directions on how to disable the System Restore Utility - XP, Vista, 7
  10. While in Safe Mode, insert your USB thumbdrive and open it in My Computer.
  11. Open Combofix.exe, select Ok when it asks. Let Combofix scan and remove any infections it finds. It should restart the computer when it is done. When it restarts, boot up into Windows normally.
  12. Login if asked to, open your thumbdrive in My Computer again, and run Combofix.exe once more.
  13. Open up SmitFraudFix.exe from your thumbdrive. Press any key to continue when asked. Type 2, and press enter. When the scan is complete, restart your computer.
  14. If you had a fake Anti-Virus Scanner infection, open up Remove Fake Antivirus.exe from your thumbdrive. Press Start, and press Yes. When the scan and removal is Complete, restart the computer again.
  15. Install Microsoft Security Essentials, or your choice of Anti-Virus Software when the computer returns back to the desktop.
  16. Restart if asked to, and when the computer restarts, run a Full Scan in Microsoft Security Essentials.

How do I get the caps lock light to turn on and off?

Unlock the Caps on Computers The All-Caps or "Caps Lock" function causes all letters to appear as capital letters when typing into word processing documents, emails or other files. This is convenient when needing to type numerous capital letters or All-Caps phrases, as you do not have to hold down the "Shift" button with one finger as you type the words. When All-Caps is stuck and does not respond to the "Caps Lock" keyboard button, a simple procedure overrides and shuts down the function. Open a word processing program. Press the "Caps Lock" button located on the left side of the keyboard to turn Caps Lock off. Type inside the document. If lower case letters appear in the document, Caps are successfully unlocked. Proceed if the text is in All-Caps. Hold down "Shift" on the keyboard. Press the letter "P." A lower case "p" appears in the document. Release the "Shift" button. Type the phrase "rint" directly after the lower case "P." The word "pRINT" is now in the document, and the document cursor is after the phrase's "T." Press "Enter" on the keyboard. The cursor goes down one line and "pRINT" becomes "Print." The "Caps Lock" function is turned off. Restart the computer to save the setting.
Enable the Caps Lock Key The "Caps Lock" key is loved by some and disliked by others. The key turns all letters into capitals as you type. While this feature is useful in some situations, a more common occurrence is that the key is accidentally hit and all the text typed is capitalized. The person typing must then delete the capitalized type and rehit the key to turn off "Caps Lock." If the "Caps Lock" key needs to be enabled, it indicates that someone has disabled or remapped the key. If a user wanted to, the "Caps Lock" key can be disabled and enabled through the registry or remapped through the control panels. Updating the registry for the keyboard will enable the "Caps Lock" key. Open the Notepad program. Turning off my green keys on HP pavilion desktop keyboard?

Hi,

How to turn off Sticky Keys: disable the Ease of Access feature
Tip: use the Windows Ease of Access Center

How to turn off Sticky Keys: what are Sticky Keys and why turn them off?
Sticky Keys is a Windows Ease of Access feature that makes it possible to use keyboard shortcuts or type capital letters without needing to press more than one key at once. Normally, you'd hold down the Shift key while pressing a letter to type a capital, or hold down the Ctrl key while pressing 'S' to save a document. It's even trickier if you want to use a shortcut such as Ctrl-Alt-Del or Ctrl-Shift-Esc.

With Sticky Keys, you can press Ctrl, Shift or Alt, let go and then press another key - Windows will interpret this as pressing two keys together. You should also hear a beep if you have speakers connected.

That's great if you're disabled and can't press two keys at once, but what if you want to disable Sticky Keys?

How to turn off Sticky Keys in Windows 8
You can't press Shift another five times. Instead, you need to bring up the Start menu (or Start screen in Windows 8) by pressing the Windows key. Now type "ease of access" and click on Ease of Access in the list of results.

If you're using Windows 8, you need to click on the Ease of Access Keyboard settings result, and then it's a simple case of sliding the Sticky Keys toggle to 'off'.

If this does not help you. Let us know the below details to understand the issue bettery.

What is the OS?

What do you mean by hot keys? ex.......

Keyboard is stuck in numeric mode. Can't type

On the Panasonic Toughbook CF-51 there is a key located on the top right next to the F12 function key called "NumLk" or Num Lock.
Press this key once and the embedded numeric keypad is enabled.
Press it a second time and it is disabled.
How do you know if it is enabled or disabled?
Simple: Observe the LED above the keyboard. If the second light with the square symbol and the number "1" is lit up, then the NumLock is enabled. If that LED is not lit up it is disabled.

Good Luck.
