Gas water heaters don't have elements, so I am confused about what type water heater you have.. Look on the side of tank for the label. Find the brand, and type. Does it show BTUs? Do you hold the primer in or pump it? Pumping the primer forces the fuel into the intake bypassing the diaphragm's intended function. Assuming you pump the primer to keep it running your carburetor is dirty and should be cleaned. Ensure that your fuel is fresh and that your fuel can and fuel tank has no water in it. Ethanol in fuel will evaporate and cause condensation thus creating unwanted water.
Sounds like the fill switch needs to be replaced. A good way to test it is to set your machine on low fill and see if it fills past 3/4. If it does, it's the fill switch.
Are you getting any hot water from taps? If not, check by-pass valve on back for proper positioning. You want cold going in bottom fitting open, as well as hot coming from top fitting open too. Any valves etc., in between should be closed. Let me know what happens please.
