It sounds that the 'chroma decoder' section of the IC has damaged. There is no other way than replace the IC.

I have an RCA L26WD23 tv and when I turn it on I have sound but the picture is bright white, no picture at all. What is my problem.

The problem is with its chroma processing section itself. There is an IC, which processes both chroma and luminance signals.It is faulty. Must be replaced.

The chroma IC jungle has damaged. This fault is called out of phase picture. Only cause for this is chroma IC fault. It should be replaced with same type and number, and a skilled work ofcourse. OK.

No picture just get a white screen. Can it be reset somehow?

You haven't mentioned, whether there is sound is Ok or not. Anyway, according to your description I understand that there is no sound too. Assuming this I advice you to replace its tuner. If there is only a white screen, that is a raster only with no grains, tuner or chroma Ic may in trouble. In your case it may be chroma Ic itself. If chroma ic fails there will be no grains. In most of the modern TVs One Chip Micom is used. That 90% of tha sections are integrated to one Ic. Video If, Chroma, vertical and Horizontal Oscilator, sync: circuits, System Control etc. If any of these section inside the said ic fails, replacement of that Ic is the only remedy. You just check the chroma Ic first. If it is fauty, it will heat up more, such that we can't touch it. It will be heated upto 50 to 65 degreeC during operation. But not more. To check this, open the back cover of the Tv, locate the said Ic [it will be larger in size normaly have more than 50pins of connections on both sides; say it as DIL type, means Dual In Line], switch on the tv; without touching its any internal parts, wait for two or three minutes, switch off the set and plug out the mains chord from wall socket; and just touch it with your bare fingers and feel the heat effect. If it is too hot that you can't touch it; it is the faulty. Be caucious during this process. Never touch it with power supply is energised. Keep the power plug out from the socket, before doing anything inside the Tv and keep the children away from you.

If the picture is correct in black and white mode and sound is Ok, your TVs chroma section is in trouble. At present sets, this section consists of an Ic. That Ic may be not working. There are many reason for which chroma section cannot work. Consult an experienced technican to rectify the trouble. There is an oscillator section inside the chroma Ic which receives its oscillations from an ouside crystal oscillator, usually oscillates at a frequency of 4.43361879Mhs or 8.86Mhz or may differ its frequency according to the circuit designs of that tv. Your technician will detect it and rpace the same if needs. You yourself cannot detect the exact point of fault. It need digital multimeter which can count frequency also.
