It doesn't say "disc error" like the problem a lot of other people are having but doesn't even seem to be spinning the disc. It comes up to "Browser" and "System Configuration" and doesn't play the game.

It looks as if your PS2 has died. I'm sorry to say, but since the firmware boots and it's just the disc error message, it lokos like a hardware error that is likely irreparable.
This is the best "solution" i can give! please dont blame me! Just trying to help... but you can find great used ones for cheap now.

Even if the game isn't scratched, you should try holding it under a light to see if there are any fingerprints or smudges on the disc. You can try cleaning the disc with a lint-free cloth if you've got one, though I've never had trouble with a cotton t-shirt. Wipe from the center of the disc straight towards the outer edge. Do this for the entire disc and try it again.
If that doesn't work, please update this issue with the error message you're seeing if any. Does the disc show up in the PS2 browser? Do you get a disc read error? Does the screen just go black when you try to play the game?
it would be probably cheaper to buy a second hand unit off your local paper as ps2 is old and there is plenty of people selling theses units to get ps3 etc. A call to your local computer gaming shop might turn up a cheap unit. As the replacement price would be more
