Question about GE 25GT516 TV
The GE (actually RCA) 25GT516 uses the CTC185 series chassis. The dashes you show look like the old display of a clock that has not been set. I have never heard of this chassis producing those dashes continually on the screen, so the first thing I would do is eliminate any cable box, satellite receiver, DVD or VCR. If you have cable, run it directly to the set and see is the dashes are there. If you are sure that the dashes are being generated within the TV and you have properly set the clock and turned off the OSD, then it soulds like an EPROM problem and the set should be serviced by a qualified tech familiar with the CTC185 chassis.
