GTI not turning over

There was a freezing rain last night. This morning when trying to start my 2000 gti vr6 all the warning lights and clock, mpg, electronic odometer flash with a ticking sound. I have a fully charged battery. Is this probably a shorted out or damaged starter?

I have a 2000 VW GTI VR6.I'm trying to connect a performince chip

do not cut into these wires. any real performance programmer will not require you to do this. these ones that tell you to cut into the IAT will ruin a $700 mass air flow meter, and do not do anything. all they do is try to trick the computer into thinking it is colder then it actually is, and to richen the fuel mixture, which will actually HURT performance and emissions because the air density does not match what the temp sensor is reading. the temp sensor is there for a reason!

Will start but will not run

Ok have checked spark on all cylinders, not having an extra air intake after the maf, checked fuel pressure, make sure you have correctly installed the time belt.thanks
