Sounds like the phones have not been registered to the base unit. Look in the manual for directions on how to get the phones and the base unit to talk to each other. Sorry, I don't have any details on theis model to look up the instructions.

I am assuming that you can hear dial tone on the handset, and you can make calls on the phone. If this is correct, then I would recommend contacting BT and getting the phone replaced with one that works. http://www.bt.com/help/home/landline.html
Adjust the volume
Your HP all-in-one provides three levels for adjusting the ring and speaker volume.
The ring volume is the volume of the phone rings. The speaker volume is the level of
everything else, such as the dial tones, fax tones, and button press beeps. The default
setting is Soft.
1 Press Setup.
2 Press 4, and then press 6.
This selects Basic Fax Setup and then selects Ring and Beep Volume.
3 Press to select one of the options: Soft, Loud, or Off.
Note If you select Off, you will not hear a dial tone, fax tones, or incoming ring
tones.
4 Press OK.
The earpiece will make 3 short beeps when a call is incoming. Also the phone will still ring if you are within distince to hear the ringer. Hope this helps! SM

If the 900MHZ phone is Model 26928M programming for rotary dial usually goes like below, can't hurt to try on any model.
TONE/PULSE DIALING
This adjustment allows you to select tone (touch-tone) or pulse (rotary) mode dialing. The phone is pre-set for
touch-tone use. To set to tone or pulse dialing:
1. Press and hold the program button for two seconds. You will hear a beep.
2. Press the *tone button to select Tone Dialing or press #pause to select Pulse Dialing.
3. Press the program button again. You will hear a confirmation tone.
yea.. this happeneded to me aswell.. here's what you do: (this is in the manual btw)
TONE/PULSE SETTING
1. Make sure the phone is OFF (not in TALK mode). 2. Press the program button.
3. Press * tone button for tone or # pause for pulse selection.
4. Press the program button again. You will hear a confirmation tone.
hi just want to help others as desciption aint complete above Registering a BT Freestyle 2200 handset 1. If there is a handset in the base remove it whilst you are registering the new handset. 2. Press and hold the PAGE button on the base for about 10 seconds until you hear a beep and the In Use light starts flashing. 3. On the handset to be registered, press and hold redial & CALLSd buttons together until display shows 65-. 4. Enter the base number. If this is a new handset then the base number is 1, the display shows 65-1 then PIN. which is normally 0000 5. Enter and registration starts. When the handset beeps and returns to standby registration is complete.
