The ice and water-dispensing system of your refrigerator is quite complex.
Many components work together to provide the ice and water. Aside from a simple problem of a leaky water tube or a jammed ice chute, most other components are not user serviceable.
I would suggest that you contact a qualified appliance repair technician for such repairs.
The front touch pad board /panel which you are referring is called dispenser board. To access the dispenser board assembly, click this link below:---
The dispenser board removal procedure is mentioned at the last on the link instructions.--------
But the engineer at your place has pointed you to right direction. The main control board is most probably the cause of problem. One more important thing. There are many other users too facing same problem with there ge side by side refrigerators. This problem occurs in many ge model refrigerators.
There was service letter released by Ge for this problem.Click this link, to read the letter:---
You can get
required parts from online sites like:

open the refrigerator door and remove the filter. take a flashlight and look inside the filter housing. now take a long screwdriver and push it into the contact point where the filter makes contact. one of these contacts are probably broken, try either side and while pushing it in, press the dispenser for water. water should spray out from the point where you have inserted the screw driver. don't remember the exact name for the part, but i'm pretty sure thats where your problem is.
when you dispense ice or water, you are allowing the drip tray to overfill and the water builds underneath the tray until the water reaches the point were it will leak down the front of the door. the water will rust the panel beyond repair. you will have to replace the whole door at this point. hope this helps.
I have the same problem with the same unit. I removed the ice tray and held the open door cut-off switch closed. I then pressed the lever to dispense ice. I hear a humm like power is getting to the motor but the motor is not turning. I hear a click like the selonid is engaging. I'm having to assume at this point it's the motor and I am going to go ahead and order a motor. I've found a motor for the unit at partselect.com for $65.54. Hope this helps you.
