The washing macine will not spin properly and not complete a cycle. I have checked the filter and its now clear and also made sure the waste pipe is high enough.I did this because this caused the problem before.

If it is not picking up speed on the spin cycle then it is the motor or the belt. check the belt first for proper tension and make sure the motor has the proper output. I think something is slipping and not transferring torque to the tub.
Unfortunately you do not say the make and model but I'm going to make some suggestions anyway!
The first sounds silly but check that the washing powder IS actually going into the machine and that the whole wash, rinsing (with conditioner- which should smell nice!) and spinning cycles all complete OK. Presumable the water is getting hot enough else the machine would not continue its wash cycle.
What is left is the possibility that the waste water is not clearing the machine properly. This could be caused by the drain motor lint tray/filter being blocked. So many problems are caused by this simple little thing! In any case I would check the filter which, on front loaders (and possibly top loaders) is normally found behind the front lower panel. I would also advise cleaning this filter on a regular basis- every 3- 6 months maybe.

Solution: Check another tap in the house. Fully open tap. Straighten hose. Check the filter of the inlet hose.
UE: • Load is too small. • Load is out of balance. • The appliance has an imbalance detection and correction system. If individual heavy articles are loaded (bath mat, bath robe, etc.) and the imbalance is too great, after several attempts to restart the spin cycle the machine will stop and the error code will be displayed.
Solution: Add 1 or 2 similar items to help balance the load. Rearrange load to allow proper spinning. UE:
Your machine won't go into spin cycle most probably because it awaits for pump to start extracting water out of the basket. If the "Door Locked" light is on th an it means that either filter, pump or drain hose are clogged (unless pump burned). Turn off machine, unplug the machine, clean the filter, check for foreign objects inside filter and pump housing and finally check/unclog the drain hose.
