I am assuming you mean SMS when you refer text.

you should be able to send photo from smart phone using Apps like WhatsApp or Instagram using Wifi.
The BlackBerry device user is unable to send photos taken with the BlackBerry device camera in Multimedia Messaging Service (MMS) messages, because the photos taken by the BlackBerry device camera may be too large to send in MMS messages.
Reduce the size or quality of the photo and resend.
To access the size and quality options for the BlackBerry device camera, complete the following steps:
Open the Camera application.
Click the menu button.
Change the Picture Size and Picture Quality settings as required.
Click the menu button and select Save.
And try to send the photo in an email message instead of in an MMS message.
Try accessing the web browser. If you are able to load the page, this
rules out one possibility. If you are unable to load the web page,
contact your service provider (AT&T, T-Mobile, Verizon, whomever)
to verify you have a data feature active on your line.
If you were able to load the web page, contact your provider because
some type of provisioning is incorrect with your internal MMS settings.

first thing make sure you have the recipents phone # correct with area code included
second make sure that the type of message being sent is a multi media message (MMS)
third try sending a new photo (one that is taken after you have started creating the message)
if the new photo sends then your saved photos may be unable to send or move. in that case you should delete them
before you go deleting anything tho try swiching the saved photos from the memory card to the phone itself
if you have no memory card in your phone then you should check the status of your phones memory it may be too full and you may only have to delete a few unwanted items

when sending a pic it must be sent as an mms
so follow the same procedure as sending a txt but select mms instead.
then insert or add pic to the message and send to your email address.
if this is not working you may need to contact your provider to activate mms on your service.
