Bowflex treadclimber has power but won't run

The "plug" in the machine got pulled all the way out of the machine - totally disconnected from the wires inside the machine. Got the plug re-wired to the interior wires, and power on light on the back of the TC lights, but it won't run. The appliance repair guy speculates that when the plug was, essentially, ripped loose, the wires arced and fried the circuit board. Does this make sense? Is there a way to test the circuit board w/o taking the whole machine apart?
