Riccar Tandem Air models have a hose that has releases to push to remove the hose. Most Vibrance & 8000 series and older series vacuums have the hose attached to a swivel on the back of the vacuum. The hose can be unscrewed from the swivel. To remove the swivel you need to remove the vacuum bag inside the dust compartment, you must compress the tabs holding the swivel to the body to be able to pull it out.
the plastic wands are a problem sometimes, but the most common failure is the pivot, or swivel neck on the power nozzle. The wires are bad to pull loose or even break inside. Take it to your local vac repair shop and have them look at it. You either have a bad wand or a bad swivel neck most likely.
You will also need to remove the screws on the inside that hold the motor in place because part of the side support for the swivel is under the motor. Remember to disconnect wires coming from the swivel as well before you try to pull it out, so that you do not damage them. Hope this helps.
Inside the bad compartment you can see the swivel portion sticking through. You will need to take a screwdriver and push in on the tabs on the swivel to release it so it can be removed from the body of the vacuum. The new hose ans swivel will just push into the hole and the tabs will hold it in.
If you whistling is only happening when pulling back on the machine, the problem is with the connection between the bag housing and the swivel neck. There is a rubber gasket between the two, located on the bottom of the bag housing. Check to see if this seal is in place. To replace just the hose unscrew it from the swivel attached to the back of the vacuum. The replace swivel insert screwdrivers into the tabs holding it to the body (from inside the dust compartment) to remove it, the new one snaps into place.
If you are sure the base is clear, and that the flexible hose and attachment tube are clear, the only other common place for a blockage is the swivel neck that joins the base to the bottom of the dust bag housing. Here's what to do:
Press the housing release button (front bottom of bag housing) and lift off the bag housing from the base. This can be quite hard (three or four hands would be helpful) but be sure to lift straight. When you've got the bag housing off, release the foot pedal and lower the swivel neck to 45 degrees. Check inside the swivel neck channel closest to the foot pedal, and clean it out as necessary.
