You know I did a diagnostic on my computer (Dell Latitude D600 laptop) and I got the exact same error code over 5 times. The funny thing is that I am on the computer right now and have been using it for about 2 years now their is nothing seriously wrong. But I have been having problems with the PCI extension card slot, could this trigger that failing on the diagnostic, although it shouldn't come up with the same error code. Sounds like you may have a corrupted/failing hard drive. If you have access to another hard drive, you can install another hard drive and install your OS and see if you still have the restarting problem.

The DST error code 1000-1046 is definitely a failing hard drive. ..I am not sure why your laptop is not recognizing a CD in the drive, but you should go into your BIOS settings, and in boot sequence, make sure that the CD drive is the first boot device. If you can't boot from a CD, you are not going to get very far with installing a new hard drive...
That message indicates that you did not input during the diagnostic that you could see the test. If the system is running normally, then the error can be ignored.

Pleae reboot your system and when you see the Dell logo , press the F12 key a couple of times .
In the menu, select only HDD diagnostics and post the results back . If the harddrive fails, then the only solution would be to replace the same. If the hardrive passes , we may be able tp fix the system

The short DST test is generally the failure of the HDD,It would giive you code next to it , that would something like 1000-0146,or 1000-0141 etc. Do give that code and I would let you know the exact failure
