If you have or can get win95 or 98 disk these are ideal to format drive because they utilize the dos platform.
boot from 95/98 enter the dos enviroment(c:/prompt)
and type in fdisk and follow instructions...
using that command removes all data..the format command in any platform leaves data behind even though it gives a warning all data will be lost.
if cant get 95/98 os you can use xp...bootup select repair..this takes you to the dos prompt...
n.b. this is where most people go wrong in trying to repair os ....
to repair os you select install os then system checks and inform you of existing os ..continue or repair ...it is at that point to select repair.
in ur case you choose 1st option repair.fdisk..erase partition ..create new partition..allocate space then format then exit and reboot to install whatever os you like

IBM T21

i have the same problem. actually its a common problem for many T21 and other old IBM laptops.
i searched that you have to take all power (batery, adaptor)
press the power 10 times and press it for 30 secs then reinsert the battery or adaptor and try to power it on.
they say its done to discharge a certain capacitor that got overcharged after overcharging the battery.
that worked for me before but now my T21 wont start any more with this process.

How to find how to restore used laptop back to like new condition

This laptop is fairly old so your options are limited: -Use the original recovery CD. If you don?t have it you?re out of luck since IBM only provides them for laptops that came with OS XP or Vista installed. You might try looking on Ebay, occasionally I see recovery disks for older HP and IBM computers listed. -Use the hard drive service partition if it still exists on your hard drive. The procedure to activate the recovery can be found at this link: http://www-307.ibm.com/pc/support/site.wss/document.do?lndocid=MIGR-4UFUYK -If these won?t work for you the last option is to obtain an operating system that will run on your laptop. At various times it shipped with W95, 98, ME, NT and 2000 so depending on memory any of them should work OK. Do a typical OS installation then apply the appropriate drivers as necessary. Also here are some additional links for your T21: -Manual downloads: http://www-307.ibm.com/pc/support/site.wss/product.do?subcategoryind=0&familyind=50268&brandind=10&doccategoryind=0&modelind=0&doctypeind=8&validate=true&partnumberind=0&sitestyle=lenovo&template=%2Fproductpage%2Flandingpages%2FproductPageLandingPage.vm&operatingsystemind=49979&machineind=0 -Operating system install instructions and hardware driver downloads: http://www-307.ibm.com/pc/support/site.wss/product.do?subcategoryind=0&familyind=50268&brandind=10&doccategoryind=0&modelind=0&doctypeind=10&validate=true&partnumberind=0&sitestyle=lenovo&template=%2Fproductpage%2Flandingpages%2FproductPageLandingPage.vm&operatingsystemind=49979&machineind=0 -Additional drivers & downloads: http://www-307.ibm.com/pc/support/site.wss/product.do?subcategoryind=0&familyind=50268&brandind=10&doccategoryind=0&modelind=0&doctypeind=9&validate=true&partnumberind=0&sitestyle=lenovo&template=%2Fproductpage%2Flandingpages%2FproductPageLandingPage.vm&operatingsystemind=49979&machineind=0 Good luck and don?t forget to rate this posting.
