My Hoover Bagless upright blows air out instead of in. I just replaced the belt, opened and cleaned out the whole darned thing, cleaned the hepa filter on the side, and the cup.

Take off the bootom plate and remove the brush assembly. Inspect both ends for any hair, string or anything else that might prevent it from revolving. Check to see that the ends are lubricated with some grease, just a bit. It should take care of the problem. The ends should turn easily and smoothly.
change filters. the filter inside the unit and the one on the side needs to be changed once a yr. (these are not to be washed, only the side filter if foam can be washed ). also flat belt change every 6 months and the v-belt once a yr.
