I did some searching, but could not locate a good source for fault codes for a Siemens range. I suspect, however, that you have either an Electronic Range Control (ERC) or Control Panel problem. In most ranges that I have had experience with a constant beep with flashing error code indicates a fault with either one of those two components. Don't quote me on this, though. Most appliances have a tech sheet located in them somewhere so technicians will have something other than the owner's manual to troubleshoot with. The tech sheet on a range is normally located on the back of the range, or somewhere inside the lower drawer/kick plate under the oven door (if equipped). The tech sheet SHOULD have all your fault codes. What Siemens recommends is to press the OFF button to clear the display and the beeping. I suspect you've already tried this. If the problem persists you're supposed to call for technical assistance. If all else fails Siemens has a a number you can call for assistance: 866-44SIEMENS (447-4363). To refresh, the beeper should sound once. The definition of the Beeper from the manual follows:
(1) When you plug the unit in, the beeper sounds once and " - - - "appears in the LCD.
(2) When you press one of the four menu buttons the beeper will sound one time.
(3) When you press the adjustable button, every time you press the button, the beeper
will sound once. If you press the button continually, the beeper only sounds one time.
(4) When you press the start button the beeper will sound once, and ":" will flash, that means
the unit is in operation. Once the unit has begun the cooking cycle, the menu selection,
time or temperature cannot be changed. The unit must be stopped and reset.
(5) When the unit is in operation, press the stop button, the beeper will sound once and the unit
will stop operation.
(6) At the end of pre-set time, the unit will sound a long beep to remind you the work is done.

ok, just attach the meter to the elements contact terminal post. after this is done, you will need to select a temp and activate the heating cycle as if you where preparing the oven to cook. You should get reading during the power up, if not, your control is bad. if you get readings at the elements terminal post and the element dose not operate or glow, you will need to replace the element.

Beeping F11

F11  is a keypad short. This was actually a simple fix when I got into it. Take off the top rear panel. You will need a drill driver or #2 square drive. Once inside: the EOC is held in by 4 screws. Remove those and pull out the EOC. 

My diagnosis on the problem is this: The keypad connection to the EOC is the thin plastic serial connector on the top of the unit, looping to the back. What I figure is that this plastic must have the  tendency to warp under the influence of heat and  thus reduces the good connection to the serial input on the EOC. There is a black plastic connection protector on the input side of the serial connector at the EOC. Gently pull this off and pull the serial connector out and give it a good cleaning. Place the serial connector back in the receiver and replace the connection protector back on. ( tricky.  if you have ever built a model or soldered anything you will be fine.)

The serial connection will need some pressure on it  to make a good connection if it is warped. My solution to this was to run a plastic cable tie thru the small holes in the top of the EOC. tighten the cable tie over the serial connector, pressing it to the top of the EOC. This gives it a good pressure on the input pins in the connection input. 

Now plug the unit back in. You should have full function of the keypad. If not, it may be another issue with the keypad or EOC.  This was a solution I happened to stumble on and it may not work for everyone but giving it a shot means you might save 170 dollars in parts not including the labor.

2. Turn knob clockwise until desired language is displayed
3. Touch start to accept a language change

To access SELECT FUNCTIONS menu, touch and hold COOKING MODE touch pad for 5 seconds

SELECT FUNCTION is displayed:
1.Turn knob to desired feature
2.Press START to choose any function, and turn knob to choose any sub-functions
3. After selecting feature, touch OFF
