Well, Flash drives don't connect to the internet. Modems do. So the problem would be with your modem albet a 56k. But we will need more information on this to really help you.
Does this only pop up when you plug in the usb flash drive?
Are you already connected to the internet? And what type of internet do you use?

usb sticks (flash drive) rated at 5 gb will hold 4.5 gb of data as the rating is the total capacity but all flash drives require a small amount of space to work so the actual amount of data capacity is always less than the stated size on the flash drive

Assuming you are plugging this into your computer? Flash drives do not connect to the Internet. They are a storage device. Your computer may coincidentally have an Internet connection problem and is displaying the message (in a balloon, bottom right corner of screen) but it is not the flash drive it's referring to. Check your computer's network connections.
If the Windows 98 computer does not have a USB port and you cannot copy the photos onto a floppy disk or burn the photos to a CD then the only option is the following. Remove the hard disk and connect it to a USB hard drive adapter and then plug this into a USB port of a working computer. This computer will see this as an external storage device, you can then open the various folders and copy your photos to this computer or to a USB flash drive.
Try reformatting it:

Goto my computer and right click, left click on properties and find device manager. Scroll down until you find universal serial bus controllers click on the + sign, right click on 'Enhanced Host Controller', right click and choose update driver, use the internet option to download updated driver, this should hopefully resolve your USB problem. If it does not update and the usb drivers and they seem fine, then the problem could be with the flash drive, try the drive in another computer to check that it is working.
i have the same flash drive it just depends on how much gb u have and yes u should be able to just instull it directy from ur computer to ur flash drive just mess around with it try samller things onto ur flash drive
