Goto start --> run --> type msconfig --> there should be a option to change to the boot tab, under boot options tick safe mode off. and press apply and then ok and restart your computer

before booting, try pressing F8 to get to safe mode, and there should be a safe mode option which will show you the flles as they are loading, while windows is booting.
Boot the computer into safe mode (tapping F8 while it is booting) and select the Administrator account. From there, go into control panel>user accounts.
Select the user account you need to access, modify password (you won't need to enter the current password in this mode).

Start your computer in safe mode (tap F8 key when starting up) then log into safe mode as administrator then go to user accounts and remove password from any account set up on computer. Restart and your done.
Get windows 7, or downgrade to xp. lol kidding. During the start up, i beleve its either f11 or f12 press them it should bring you to a boot screen. follow option. or you can use the compaqs built in recovery system. reinstall your system. vista has a option to save its old files for transfer.
Try to load to safe mode ,do this after restarting the pc and before loading to windows hit F8, and chose safe mode, when u load to safe mode try to change the setting, hit apply and ok, then load to windows normally and let me know wat happen?
Maybe it has come to got error in the system files or you were infected with a potent virus, try to boot your system in safe mode by pressing "F8" at first boot. select with network connection. scan your system online like panda online scan( go to panda website).
on safe mode You can also restore your system at the previous date where in the system is functional.
else if this not work then you have to clean install the system by reformatting and reinstallation of the OS. ( you can search the document in installing windows in google.) but first back up your important files before proceeding.
