I am trying to put a belt on my Kirby Classic vacum cleaner i just can't figure it out.

HERE is the belt installation instruction. On your vacuum it is a bit different how the brush roll is installed but I am sure you will be able to figure this out. Adjust screws on the both ends of the brush roll to have bristles sticking out by about 1/8 of the inch.
HERE is also a video on belt installation but the one with pictures is more in depth.

HOW TO REPLACE BELT ON kIRBY cLASSIC 111 vACUM cLEANER?

I don't have a diagram, but I might be able to explain it to you.
Take the nozzle off the machine. Remove the brushroller and old belt.

Set the belt pulley to the on postion. Put the belt on the roller and put the roller back into the roller housing with the belt centered. Turn the belt pulley to the off postion. If you look in the hole in the back what you want to happen is the pulley to spin and hook the belt stretching it out.

Put the nozzle back on the machine. Lock it into place and turn the pully to the on postion, and you should be ready to go.

I have no idea how to put the belt back on

Take the nozzle of, remove the brush roll, put the a new belt over the brush roll, re-install and put the bottom plate on, making sure that the belt is in the middle of the brush roll. Turn the big knob on the front until it locks, when it grabs the belt it will be hard to turn. Re-install the nozzle on the machine and lock it down. Turn the knob again all of the way, this will release the belt unto the pulley.

I can't figure out how to get the belt engaged on my Kirby Heritage 84. There are very simple instructions on the front assembly; however, the belt doesn't engage with the rotor, and the beater bar does not spin. When I have the front twisting section on the "Belt On" setting, it seems as though it actually disengages the belt. I see no faults in any of the mechanical parts, but just can't get the belt to go on the rotor.
(I purchased this machine @ a garage sale on Saturday. It's in perfect condition.)
My vacuum cleaner is a Kirby 84 Legend.

Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. You can always check your owner’s manual but the Kirby has a dial on the front of the machine and you needs to dial the belt off of the fan pulley counter clock wise and to check to see if the Kirby bell housing will release @ the top so that you can remove the bell housing. If not then remove the bottom plate and take out the brushroll on one side and then slide the belt off of the brushroll. Then you can slide the new belt onto the brushroll to the center and then re-insert the Kirby brushroll with the screw heads facing downward then you can replace the bottom plate – then use the Kirby spoon or hook to dial the belt onto the fan pulley clock wise. Once that is done then plug in the Kirby and try to vacuum to see if the Kirby is picking up properly, if not repeat the process. Kirby G6 drive mode

look under the vacume cleaner and take off the cover make, shure the belt is where it needs to be, you should have a setting on the vacume cleaner that gives you an addjustment for the carpet your on, raze it up.

Kirby vacum cleaner

TURN THE BELT LIFTER IN THE FRONT CLOCKWISE UNTIL THE RED ARROWS LINE UP. NOW TURN THE LATCH AT THE TOP OF THE POWER NOZZLE AND TAKE THE NOZZLE OFF. HOOK THE HOSE EVENLY ON THE BAR BELOW THE FAN, LEAN IT UP AND LATCH IT ON WITH THE LATCH.
