I have figured it out!!!
First follow these instructions below:
Download the driver for Veo at:
http://www.softsci.com/veodrivers.htm
When download is complete, click (open folder)
- select the file (veo_330V_v002.exe) right click it
- select properties
- select compatabilty
- put a check in box (run this program in compatabilty mode for)
- choose (Windows XP service pack 2)
*Note: Be sure in the general tab, below the 'advance' button that it does not show 'unblock.' If so, click 'unblock' to allow the program to fully install. If you do not perform this action, you will continue to get the .dll error when you try to install.
- now click apply and ok.
Double left click the file and Vista will install it.

First take all files from CD to computer. Then Go to Autorun.exe or Setup.exe properties.

Don't set the compressed file to compatibility mode, extract the files to a folder on your desktop. then set compatibility mode for the setup file in there. to windows xp pro sp2 as suggested above.
after it runs. open your device manager and install the driver files located in c:/program files/veo stingray/drivers then it will work

Ok! I downloaded the drivers as everyone else said to do and set compatability to XP PRO SP2 and it would not work. So being a computer geek and never letting anything get in my way I went to the original install disk and found the camera install file. I clicked properties and set it to XP PRO SP2 then installed it. It stopped at 95% which worried me then it closed without giving me the DLL error as before. Then I backed out one folder and went to the Software install and set compatability again and installed it. I minimized this screen so I wouldn't loose it and found my desktop Icon and double clicked it and it loaded up. I went to Record a video and low and behold I had video. Not as good as my newer webcam but it works. Now I got my newer cam looking outside on my window sill as we have had some problems out here in the county and will see if I can get both cameras recording/usable at the same time. One for Messenger and one for survailance.
I hope you all have the same results. Just don't take no for an answer and use your past experiences and hack your way around until you get something to work. I have done this with other programs that didn't want to load. I just go to the folders and install directly from them and I have had great results that way. One nice way to get old software to work I found out.
Yours truly,
