I've noticed that sometimes the powder in the tray doesn't clear and more frequently, I notice dry areas on my clothes at the end of a short cycle. I wonder whether the Soap Tray Dispenser (the internals above the soap tray) is clogged up. How is the best way to check?
I'd check the inlet water valve screens first. You'll have to unplug the washer and turn off the faucet connections the supply hoses go to. Then loosen the hoses at the machine ends. when you feel the hoses relax unsrew them the rest of the way. There should be screens where they attached. If screens are covered with lime and other debris use a toothbrush with a spray bottle to flush clean. If screens look clean check the water valve itself. While you are at it before you hook the hoses back up check the pressure coming from the hoses hold them over a bucket or even the tub of the machine. Hoses can deteriorate on the inside and foul things up if they are old enough. and lime can build up in them as well.

It sounds like the water valve has a clogged filter. Shut the cold water to the washer off, disconnect the hose and remove the filter screen in the washer water valve. Clean out the filter with toothbrush. Reinstall and everything should be ok.

We had the same problem- for us it was because we were mixing laundry booster (Oxyclean) with liquid soap in the dispenser. It seems the water running through the tray had insufficient pressure to properly flush the tray out, so residue accumulated on the back & underside of the tray. Our water pressure is good here, and we don't use a water softener or filters that can reduce the pressure. Unfortunately it seems to just be a bad design of the soap dispenser tray.
We also had a problem with water/bleach leaking from our soap dispenser- when we used the bleach compartment in the dispenser we got leaks dripping onto the floor from behind the front cover of the washing machine. It was running down the front of the washer behind the front cover & coming out onto the floor. The repair guy said this was because the dispenser tray was pulled out too far, but the reason we were pulling the soap tray out so far was because the bleach compartment was too far back in the tray to use if we didn't. Now we just leave the drawer partially closed & pour the bleach directly into the soap compartment along with the soap.

Thanks to all for the solutions posted below: Here is what I've done: Firstly, after turning off the water supply and disconnecting the water supply hose, I checked the inlet water valve screen for obstructions. Besides some very small flecks, it was remarkably clear. Supply water pressure is more than adequate; if anything, it might be too strong. The inlet water feeds to the soap tray - I checked the supply from the inlet valve to the soap dispenser tray / unit and the hose was clear. I removed and thoroughly cleaned the soap dispenser unit, which contains two valves that regular the water flow to the appropriate tray in the multi-tray dispenser unit. I checked that none of the tiny holes were obstructed. They weren't. There is a small hose that runs from the soap dispenser tray directly to the waste water outlet. That hose was completely blocked with grey gunk - the consistency of an unripe brie cheese. I cleared that out and reassembled. Having done all of this, I didn't notice any significant improvement, but I ran out of time to do a thorough check. In the next couple of days, I'll check the operation of the inlet valve - is it opening fully? and the operation of the two valves in the soap dispenser tray - since these also, if they don't open properly, would be hindering flow.
Sounds like you're on the right track. You can do a pretty good check of the main inlet water valves by observing water flow at different temps. ie., COLD usually runs just a little faster than HOT and WARM usually runs faster because both valves are open. Likely it is the valve on the soap dispenser. Good Luck.
