Is anything inside the blower wheel? Check both sides. It could be a paper towel or something else that was sucked into the wheel

Does it run if youn pull the thermostat from the base?

I would first check the blower to be sure it is ok. If so then the control board would need to be replaced.

Residential furnaces have exterior filter boots supplied by installer, commercial york units have filter access doors. If this is a roof top unit your filters would be in the door to the left of the blower compartment.
