I want to know how much money it is for an outter screen
This suggestion is a little outside the box but I would hit garage sales and auctions or flea markets. These TVs are all over the place for as little as 10 dollars in all working conditions. Buy one that has the same size screen or larger and swap it out. On a larger one trim it down with a very fine tooth saw or masonary saw.

Sure it can be replaced. Replacement cost and fitting procedure depend on the model. To replace the screen you will need to follow the procedure from a diagram. You find the diagrams on the service manual.
You can get service manual and replacement from Toshiba AU if you are a registered repair technician. Some service manual is also present online (use google).
Part price may be expensive (over us $200).
