I'm not 100% sure of the question your asking here but I believe that the message you're getting is because you need to have...

(A.) Power cable plugged into the DW-100 (I assume you're OK there).
(B). USB Cable connecting the DW-100 and your camcorder (OK there too)
(C.)You must ALSO have your power cable plugged into your camcorder.

Many people forget about 'C' but Canon works on the premise that offloading data can take time and drain the whole battery so you must have everything running on A/C in order to do your work.

Hope this helps.

How do I transfer recordings from tape to dvd?

If this is a Dig8 camcorder, it should have a DV jack. From this, you can use an iLink cable (firewire cable) to plug it directly into your computer. If you have a DVD burner on your computer, this should work for you.

Instructions:
  1. Connect an i.LINK (firewire) cable (also known as IEEE 1394) to the i.LINK port on the digital camcorder.
  2. Connect the other end of the i.LINK cable to the computer. NOTE: The computer i.LINK ports and capture cards may have either 4-pin or 6-pin connections. Sony digital camcorders use i.LINK ports with 4 pins. If your computer only has a 6-pin i.LINK port, then it will be necessary to use a 4-pin to 6-pin i.LINK cable.
  3. Turn on the digital camcorder by moving the POWER switch to the VTR position.
  4. Cue the camcorder tape to the beginning of the video footage.
  5. Turn on the computer. Your computer should recognize your camcorder and automatically install the needed driver.
  6. Start the video capture software on the computer.
  7. Begin playing the recorded video in the camcorder.
  8. Begin importing the video with the capture software. It should now be possible to copy the video using the video capture software if the computer hardware and software are configured correctly.
Hope this helps you.

CAMCORDER AND WEATHER I CAN CONNECT A DV CABLE TO IT

Unfortunately the camcorder dosn't have a DV (firewire) port to allow you to do this only USB. To burn a disc you would need to go to your computer or purchase a dvd burner.
