You could replace the whole steam valve wand but you don't need to.
The rubber grommet inside the steam valve is worn out and the tap wont close properly - that is why the steam is coming out.
You will find these parts with a commercial rancilio supplier.

It should take about a 1/2 hour to warm up, are any lights flashing? Is the light on the second switch green? If not you might want to take off the left panel and find the thermal reset. Its mounted to the top side and has a little red button facing you. Press that to reset the unit.

Machine is not able to get water fast enough, there might be a blockage in the inlet solenoid or the filter, and the safety is turning of the machine, because it is not at operating pressure, that is the only thing that comes to mind.
