SOURCE: Why can't I recieve text messages from other cell phones?
I had this problem once with another cell and I found out that some of the text messages from other phones, like the LG and PDA phones send with kilobytes that are needed to be "downloaded" through a multi-media package or internet access. If you are able to send texts and they receive them, check with your carrier.
Also, try shutting the phone off and restarting.

I have had a similar problem when I first got my unlocked phone. I have T-mobile as well, and once they find out you have a phone device not purchased by them, they are not very helpful - they will give you their default mms settings(same ones listed on their site). I tried those settings and they did not work on the particular unlocked phone I had. I did some extensive web searching and came across a few settings that worked with my phone. I will list them here. Hope they work for you!
*MMS Settings: Home URL - http://216.155.174.84/servlets/mms
*Protocol Type - WAP
*WAP IP Address - 216.155.165.50
*GPRS Access Point - wap.voicestream.com
*GPRS Username - Leave Blank
*GPRS Password - Leave Blank
*Authentication Type - normal
*T Zones - http://wap.myvoicestream.com

if your internet is not enable.....then u CAN NOT SEND PICUTURE MESSAGE NOR RECIEVE THEM.....all u have to do is call customer service to to enable your internet (u will NOT be charged with no fees) UNLESS U GO TO THE INTERNET..............THIS WILL MAKE IT POSSIBLE FOR U TO RECIEVE AND SEND PICTURE MESSAGE................HOPEFULLY DIS INFORMATION WILL BENEFIT

This is what I do:
1. Go to Messages
2. Go to Create Message
3. Go to Options
4. Go to Add Attatchement
5. Select File
6. Select Graphics
That should work to send pictures to people.
