Touch screen not hitting right keys. When recalibrating touchscreen, it never ends and I have to reset/reboot.

you can buy the app PowerDigi from palm powerups, it let you fix calibration problems up to 70 points, it worked just fine with my E2

Will not turn on

It's possible that the battery can no longer hold a charge anymore.

Check with Palm to see if there is a replacement available.

It should work if you have a car charger on it while using it.

Damaged screen

Try a hard reset and if that doesn't work, drain your battery then recharge it. if that doesn't work than you'll just have to deal with it. I have a Palm Tungsten E2 and it has the same problem

Areas of screen not responding to touch

The digitizer is defective and needs to be replaced.

You can find digitizer parts in ebay or other on-line companies, at reasonable prices.

Regarding the labor cost, depending of the repair shop you choose, it may be cheap or expensive.

Also, if you have minimum experience and skills in fixing electronics, you can try it. really is not so difficult, and minimum set of tools are needed for it

Have you tried pushing the reset button on back to see if it comes on?
