It is allways buffering, because of your phone network limits the amount of download speed you can recieve at one time. To fix this, simply log into a hot spot, or a wifi router with higher speeds. Your buffing should stop.
It sounds like something wrong with the disc reader. The reader may have problems reading the information off of the game at a steady rate and may need to be replaced.
Take it to a used game store, DVD rental place, or pawn shop. EB Games, Gamestop, they usually have a disc buffering machine that will have it coming out brand new, hope this helps :)

otherwise to fixed games I recommend getting them buffered at your local video rental store as they have profession disk buffers that work the best.
Contact your ISP, and agree to pay them more money per month, and you'll get a faster connection to the Internet, and your "buffering" problem will be solved.
You need to buff your disc. Your local game store will prob have a buffer, or like blockbuster or something. I've even heard some librarys have them. They will get rid of your scratches and that stupid ring that makes your disc unplayable. I've fixed so many with mine. Just go to one of those places and ask if they have a CD fixer or CD buffer. Or you could invest and buy one, i did, and I'm very happy with it i use it all the time for my friends and what not.
A buffer is a place to store data. You have a buffer overrun when to much data is sent to that place. It is used a lot by people who write virus programs and try to start a virus. It would be a good idea to check your entire drive for virus. The above link explains the same thing.
