The vegetables in the veggie drawer routinely get a layer of ice on them. Also, had meat in lower portion of frig and three of four steaks froze. I have turned the temperature setting way down, but it doesn't seem to make a difference.
Read somewhere about blowdrying the freezer vent. Does that make sense?

You say that water is draining into the drawers...does the frig have an ice/ice cube maker? If not, there is a drain in the lower part of the frig area that that the water should drain to which then leads to the evaporation pan in the bottom of the frig. Look for food materials and/or ice blocking the path of the water to get to the drain. If it wasn't doing this from the time it was new something has changed.
Best place for cold cut meats is the bottom drawer in the refrigerator. It's also good for cheeses. That drawer is the coolest but not freeze place. The upper two drawer are good for veggies and fruits. We put the lever controls in the middle selection for them.
Lower humidity is more cold air going in. Higher humidity is les air. Veggies in higher humidity and fruits in lower. Meat can also be be stores in lower humidity.

from freezer section is running in to fridge section non-stop.Due to this the
vegetables and other food in the bottom drawer freezing.--------- In this
problem the damper assembly needs to be replaced.---------------

turn your unit up to 40 degrees, by the time the upper portion hits 38 degrees the bottom is close to 6 degrees colder than the upper, by physics cold air is heavier and falls, plus w/o a fan down there it will freeze quicker,just like a cold night outside with no wind to speak of,try this once,also you may want to shuffle the food around the refrig box and try different levels, iI know that the veggies belong in the lower crisper drawer usually though
Most fridges have crisper drawers that have a selection lever on either the front or side of the drawer that allows you to select eiher veggies or meat. Veggie setting is supposed to keep the crisper drawer warmer, while Meat setting makes it the coldest possible.
If you don't have the selector slide levers, I would suggest you use the highest possible crisper drawer available, as the lower in the frdge compartment you go, the colder the air will be. That should resolve the problem you're having, other than lowering the fridge temp setting slightly.
You might notice a cold air exchange vent next to your crisper, which supplies cold air from the freezer section into the fridge section, so that could be contributing to the colder temps in the crisper where you keep your veggies.
this particualr refrig is notorious for this. check your controls ( your freezer control as well set to 4 max) any higher and the refrig is running longer, generating more cold then needed, behind the left hand crisper is a few slots( the fresh air return) by default the coldest spot in refrig, i usuallly would reccomend to my cust not to keep high water or thin walled vegies in there such as carrots cukes tom and lettuce, perfect beer and fresh /frozen defrosting meat to be though, if you ever looked at the newest bottom freezers they've pushed up the drawers and added a deli pantry, running the width of frig
